Constance L. Proctor serves as a co-managing member and leads the Real Estate Practice Group of Century Law Firm, PLLC. Ms. Proctor has been listed in Best Lawyers in America and is considered to be a leading real estate lawyer in the Northwest. Ms. Proctor has served many distinguished roles in the community, including serving as the prior Chairwoman of the Board of Regents of the University of Washington and prior President of the Pacific Real Estate Institute.
Ms. Proctor’s legal practice emphasizes real estate transactions, exceeds 30 years. Her clients have included the U.S government, quasi-governmental, and foreign entities. She has represented financial institutions, lenders, developers, other commercial business entities, and nonprofit organizations. She has worked on numerous high-value transactions. She has practiced extensively in the areas of project development, real estate acquisition, sales and financing (construction, interim and permanent), loan workouts, and leasing. She has extensive experience in condominiums (residential, mixed-use, and commercial) and is an approved attorney for lenders and borrowers for secondary market lenders, including Fannie Mae and Freddie Mac.
Ms. Proctor’s projects have included high-rise office buildings, industrial parks, apartment, and mixed-use commercial projects, some of which comprised condominiums, hotels, retail, and residential components, residential subdivisions, shopping centers, resorts, planned unit, multi-family, and affordable and low-income housing developments. She also advises clients on entity formation, structuring, and general corporate, business, and nonprofit law.
In addition to the community services mentioned above, Ms. Proctor also served on the Board of Directors of the Association of Governing Boards of Universities and Colleges. Ms. Proctor was named Outstanding Lawyer of the Year by the King County Bar Association. The University of Washington School of Law honored Ms. Proctor as a Distinguished Alumna. She is a recipient of the National Community Leadership Distinguished Leader Award. She served two terms as a member of the Board of Directors of the Seattle Branch of the Federal Reserve Bank of San Francisco and has been a frequent lecturer in real estate related matters.
Jim Young is Co-Managing Member and Founder of Century Law Firm, PLLC. Jim, a graduate of the University of Florida (MBA) and University of Washington (Juris Doctor), is a licensed lawyer (Washington) and certified public accountant (Florida, inactive).
Before founding Century Law, Jim worked many years as a business lawyer for Davis Wright Tremaine, LLP. Jim founded Century Law Firm, PLLC in 2012. His legal practice currently covers company structuring and formation, merger & acquisition, joint venture & strategic alliance, commercial real estate, commercial lending, tax planning, estate planning, commercial transaction, intellectual property protection, contract negotiation, private placement, and publicly-traded company management & compliance.
Jim’s joint book publications include: (i) A Lawyer’s Guide to Doing Business in Washington State (published by Lex Mundi); (ii) Doing Business in Washington State: A Guide for Foreign Business and Investment (published by Washington State Bar Association); and (iii) Law Practice of Cross-Border Merger and Acquisition between the U.S. and China (published by China Law Press.)
In 2013, Jim presented to the Washington State House of Representatives Technology and Economic Development Committee on foreign direct investment in Washington State and related issues. In 2014, during the BOAO Forum for Asia (亚洲博鳌论坛), which was for the first time held in North America, Jim presented at its Investment Symposium on U.S. business laws and strategies, with a focus on investment by international companies and individuals in Washington State.
Jim is a member of the Washington State Bar Association and American Institute of Certified Public Accountants. He is a graduate of United Way’s Leadership Effectiveness & Diversity Program and volunteers at a number of non-profit organizations. He also serves as Board Chairman of Washington State China Relations Council, the oldest statewide nonprofit organization in the U.S. focused on U.S.-China matters (“WSCRC”), and Chairman of WSCRC’s Inbound Investment Committee.
Jim writes and speaks English and Chinese (Mandarin and Cantonese) fluently.
